Demolitions continue in this city at a rapid pace. Some are necessary — deemed a public health hazard or in imminent danger of collapse. Others face the bulldozer because the land they reside on is considered more valuable than the existing structure, or is needed for a different use. The mission of the PRC is to protect and preserve the City’s historic fabric, so we regularly monitor all demolition proposals in efforts to identify those structures that can be saved and rehabilitated. Sadly, demolition approvals are rarely denied to applicants wishing to remove problematic properties. However, advocacy efforts have shown that convincing some property owners of alternatives to demolition can be successful.
In New Orleans, five city agencies are charged with reviewing demolition applications. In local historic districts, the Historic Districts Landmarks Commission (HDLC), the Vieux Carre Commission (VCC), and the Central Business District HDLC decide the fate of structures within their boundaries. The Neighborhood Conservation District Advisory Committee (NCDAC) makes recommendations to the City Council for demolition proposals in their boundaries. The NCDAC boundaries cover the historic areas that connect these locally protected districts and the remaining National Register Historic Districts that have not been locally recognized. All are considered in open hearings, giving the public an opportunity to voice its concerns.
